Minneapolis Mayor Jacob Frey has publicly questioned the official account and called for a full and transparent investigation.

Court records state that Jonathan Ross was earlier involved in a violent incident while conducting another enforcement incident in June 2025.

A team of ICE agents was seeking to arrest Roberto Carlos Munoz-Guatemala, a Mexican citizen who was earlier convicted for fourth-degree criminal sexual conduct and had been placed under an immigration detainer.

As per the court documents, Munoz ignored repeated orders by the ICE agents to stop and lower his car windows.

This provoked Ross to break the side window and reach the handle to unlock the door when Munoz started to move the vehicle and sped on to the road with Jonathan Ross being dragged alongside the vehicle.

Jonathan Ross was dragged for almost 300 feet before he was thrown off the car. He was taken to the hospital and required 20 stitches for a deep cut on his right arm and 13 stitches on his left hand. Munoz was later convicted by a federal jury for assaulting an officer.

Homeland Security Secretary Kristi Noem stated after the shooting that the ICE agent involved had earlier been dragged by a vehicle and described the agent as experienced and having followed standard procedures in such a situation.

Media outlet The Intercept, in a report stated that an image posted on the Facebook page of a man later identified as Jonathan Ross’s father shows a man carrying an assault rifle with the title ‘Jon Ross in Iraq.’

The report further stated that the image resembled the ICE agent from Minneapolis. Ross’s home is near Fort Bliss, a US Army base in New Mexico, and on the outskirts of El Paso, Texas.

Meanwhile, the Trump Administration has labeled Good as a professional agitator who was tailing federal officials and attempting to run over the ICE agent, forcing him to shoot in self-defense.

Democratic leaders in Minneapolis, however, have disputed this account and publicly described the shooting as a murder, calling for an independent investigation.
